A firm protested the Army's cancellation of a solicitation for blank ammunition, contending that the Army: (1) should have issued the solicitation as a small business set-aside; and (2) misevaluated the cost of the government-owned contractor-operated (GOCO) bid. GAO held that the: (1) protester untimely filed after bid opening its protest of an alleged solicitation impropriety; and (2) Army reasonably cancelled the solicitation, since the GOCO bid price was low and consistent with historic pricing information. Accordingly, the protest was dismissed in part and denied in part.
