A firm protested a Navy solicitation for janitorial services, contending that the solicitation placed it at a competitive disadvantage. GAO held that the Navy: (1) provided sufficient information to prospective bidders regarding the terms of the court order requiring the employment of incumbent personnel; and (2) properly issued an amendment stating the estimated costs associated with this obligation. Accordingly, the protest was denied.
