A firm protested an Indian Health Service (IHS) contract award for laboratory and pathology consultant services, contending that IHS: (1) improperly evaluated its bid; and (2) unreasonably awarded the contract to the high priced bidder. GAO held that IHS: (1) properly evaluated the bids in accordance with the solicitation's stated evaluation criteria; and (2) reasonably awarded the contract to the awardee, since the solicitation stated that technical factors were more important than price. Accordingly, the protest was denied.
