A firm protested the Defense Electronics Supply Center's (DESC) rejection of its bids for electrical receptacle connectors, contending that DESC: (1) improperly determined that it was ineligible for award because of its affiliation with debarred contractors; and (2) should have referred its eligibility to the Small Business Administration (SBA) for a certificate of competency review. GAO held that DESC: (1) reasonably determined that the protester was ineligible for award, since there was sufficient evidence that the protester was affiliated with debarred contractors; and (2) was not required to refer the matter to SBA, since the protester could not be awarded the contract in any event. Accordingly, the protest was denied.
