A firm protested a National Aeronautics and Space Administration (NASA) contract award for water system construction, contending that NASA should have rejected the awardee's alternate bids as nonresponsive, since the awardee failed to submit a separate bid bond with each bid. GAO held that NASA reasonably determined that the awardee's bid was responsive, since the solicitation permitted the submission of a single bid bond with alternate bids. Accordingly, the protest was denied.
