A firm protested a Commerce solicitation for premanufactured buildings and sitework, contending that another bidder submitted an unreasonably low bid and intended to circumvent the Davis-Bacon Act and bid guarantee requirements. GAO held that the: (1) bidder's low bid price did not make its bid nonresponsive or the award legally objectionable; and (2) bidder took no exception to the bid guarantee requirements, since it was not required to submit a guarantee. Accordingly, the protest was dismissed.
