A firm protested the General Services Administration's (GSA) rejection of its bid and subsequent contract award for employee shuttle bus services, contending that GSA improperly rejected its best-and-final offer (BAFO) as technically unacceptable. GAO held that: (1) GSA reasonably determined that the protester's BAFO was technically unacceptable, since the protester failed to include all work requirements in its cost proposal; (2) the protester assumed the risk that GSA would reject its bid when it altered its BAFO; and (3) GSA was not required to hold post-BAFO discussions with the protester to clarify its BAFO deficiencies. Accordingly, the protest was denied.
