A carrier requested reconsideration of its dismissed claim for additional freight charges. GAO had held that the carrier was not entitled to exclusive use charges, since there was no evidence that the dromedary container had been sealed. In its request for reconsideration, the carrier contended that the absence of a serial number did not mean that the seal was not applied, since some authorized security devices did not contain serial numbers. GAO held that the carrier failed to show any legal or factual errors that would warrant reversal or modification of the original claim. Accordingly, the settlement was affirmed.
