The Department of Labor requested a decision whether concerning the Mine Safety and Health Administration (MSHA) was required to use a mandatory Federal Supply Schedule for its debt collection services. GAO held that MSHA was required to procure its services under the Federal Supply Schedule, since it was subject to GSA contracting authority.
