A carrier claimed reimbursement for an Army off-set for damage to a member's household goods, contending that it did not receive any items that were not on its driver-prepared inventory. GAO held that the carrier: (1) did not present sufficient proof that the original warehouse inventory was not available and that it was not liable for the missing items; and (2) was not entitled to reimbursement for the offset. Accordingly, the claim was denied.
