A firm protested an Air Force contract award for aircraft recovery sequencers, contending that the Air Force: (1) failed to consider its blue ribbon contractor (BRC) status in the selection decision; and (2) essentially found it nonresponsible and should have referred the matter to the Small Business Administration (SBA) under the certificate of competency (COC) procedures. GAO held that the Air Force: (1) reasonably made award to the low bidder in accordance with the stated evaluation criteria; (2) was not required to award the contract to the protester, simply because of its BRC status; and (3) was not required to refer the matter to SBA under COC procedures, since the protester was found to be responsible. Accordingly, the protest was denied.
