A firm protested an Army solicitation for smoke detectors, contending that the specification for hard-wired smoke detectors was unduly restrictive. GAO held that: (1) the protester's wireless, battery-operated smoke detectors were unacceptable for federal family housing quarters; (2) the Army reasonably drafted its requirement in accordance with the statutory language; and (3) there was no basis to determine that the specification was unduly restrictive. Accordingly, the protest was denied.
