A firm protested a General Services Administration (GSA) lease award for office space, contending that GSA improperly failed to: (1) conduct adequate discussions; and (2) reopen discussions to permit correction of its remaining bid deficiencies. GAO held that GSA: (1) conducted adequate discussions with the protester regarding deficiencies in its bid; and (2) was not required to reopen discussions with the protester to allow its unacceptable bid to become acceptable. Accordingly, the protest was denied.
