A firm protested a Federal Emergency Management Agency (FEMA) contract award for teleconferencing support and production services, contending that FEMA: (1) unreasonably evaluated its bid; (2) failed to hold meaningful discussions with it; and (3) improperly rejected its alternative proposal. GAO held that FEMA: (1) reasonably evaluated the protester's bid and held meaningful discussions with it regarding its bid deficiencies; and (2) properly rejected the protester's alternative proposal, since the proposal went significantly beyond the solicitation's deviation/exception provision. Accordingly, the protest was denied.
