The General Services Administration (GSA) requested reconsideration of a carrier's claim for additional freight charges. GAO had held that the carrier was entitled to excess liability charges. In its request for reconsideration, GSA contended that GAO incorrectly applied excess valuation charges. GAO held that GSA: (1) failed to show any legal or factual errors that would warrant reversal or modification of the original decision; and (2) untimely filed its reconsideration request 10 months after the file was closed. Accordingly, the settlement was affirmed.
