A firm requested reconsideration of its denied protest of a Department of Agriculture (USDA) contract award for mailroom services, contending that USDA improperly manipulated its price proposal to prevent it from receiving the contract award. GAO had held that the solicitation did not allow for separate consideration of the awardee's phase-in costs. In its request for reconsideration, the protester contended that the solicitation required bidders to submit back-up pricing for each line item. GAO held that the protester failed to show any legal or factual errors that would warrant reversal or modification of the original decision. Accordingly, the request for reconsideration was denied.
