A carrier requested review of its denied claim for additional freight charges on a Department of Defense (DOD) shipment of explosives, contending that DOD had requested extra driver service to meet the required delivery schedule. GAO held that the: (1) bill of lading did not show that DOD requested the additional service; and (2) carrier failed to provide other sufficient evidence of the request. Accordingly, the claim was denied.
