A firm protested two Department of Defense (DOD) contract awards for the installation and maintenance of a telecommunications circuit, contending that DOD failed to: (1) refer its bids to the Small Business Administration (SBA) for a size status determination; and (2) apply a small business evaluation preference to its bids. GAO held that DOD reasonably decided not to refer the protester's bids to SBA for a size status determination, since it had an urgent need for the required services. Accordingly, the protests were denied.
