A Bonneville Power Administration (BPA) employee claimed reimbursement for temporary lodging expenses he incurred incident to his transfer. BPA had determined that, since the claimant had occupied the quarters for more than 2 years, he was not entitled to reimbursement of his temporary lodging expenses. GAO held that the claimant: (1) waited for his family to vacate their old residence before claiming temporary quarters subsistence expenses; and (2) requested and received a 1-year extension for completing transfer-related travel, transportation, and residence transactions. Accordingly, the claim was allowed.
