A firm protested a U. S. Mint contract award for laminated foam inserts, contending that: (1) it should have received award when the Mint cancelled the original awardee's contract, since it was the best value bidder; and (2) the Mint improperly cancelled the solicitation and made award to another bidder who had not competed under the solicitation. GAO held that the Mint properly cancelled the solicitation, since it was under no obligation to award another contract under the solicitation when the items became available through the procurement preference process for the severely handicapped. Accordingly, the protest was denied.
