A carrier appealed its denied claim for reimbursement of an Army off-set for damages to a former member's household goods, contending that the Army miscalculated the amount of damage to 14 items and failed to inspect the shipment. GAO held that the Army: (1) reasonably calculated the amount of damages and reduced repair estimates to account for preexisting damage; and (2) was not required to inspect the shipment after delivery. Accordingly, the claim was denied.
