A firm protested the Department of Veterans Affairs' (VA) cancellation of its contract for medical equipment, contending that VA did not properly justify terminating the contract and recompeting the requirement. GAO held that: (1) VA reasonably determined that the solicitation did not reflect its actual requirements for many of the line items; and (2) the bidders would have competed differently had they been aware of actual VA needs. Accordingly, the protest was denied.
