A firm protested an Office of Foreign Buildings Operation (FBO) contract award for computer facility management, contending that FBO: (1) improperly evaluated its bid based on undisclosed evaluation criteria; (2) failed to hold adequate discussions regarding its bid deficiencies; and (3) made its award decision based on an inadequate price/technical tradeoff. GAO held that: (1) FBO properly considered in its evaluation matters that were related to the stated evaluation subfactors; (2) FBO provided adequate documentation of the protester's bid evaluation; (3) the protester untimely filed its protest concerning inadequate discussions more than 10 days after it knew its basis of protest; and (4) the award decision was consistent with the price/technical formula stated in the solicitation. Accordingly, the protest was denied.
