A carrier appealed its denied claim for reimbursement for an Air Force offset for freight damage, contending that the alleged items: (1) did not appear on the shipment inventory; and (2) had preexisting damage. GAO held that: (1) the carrier was responsible for packing and preparing the inventory and was not relieved of liability for the damaged goods simply because the items were not listed on the inventory; and (2) it would not question the Air Force's damage estimate, since the carrier could not present evidence that the estimate was unreasonable. Accordingly, the claim was denied.
