A firm protested the Air Force's cancellation of a solicitation for runway replacement, contending that the Air Force cancelled the solicitation to avoid awarding it the contract. GAO held that the Air Force had a compelling reason to cancel the solicitation, since: (1) the solicitation would interfere with the performance of another project; and (2) substantial costs would be incurred if the projects were performed simultaneously. Accordingly, the protest was denied.
