A firm protested a Naval Facilities Engineering Command (NAVFAC) contract award for architectural engineering services, contending that NAVFAC improperly: (1) evaluated the technical proposals; (2) conducted discussions solely with the awardee to make its bid acceptable; and (3) awarded the contract despite an alleged conflict of interest. GAO held that: (1) NAVFAC properly evaluated the bids in accordance with the evaluation factors; (2) NAVFAC communications with the awardee did not constitute discussions; and (3) there was no evidence supporting the alleged organizational conflict of interest. Accordingly, the protest was denied.
