A firm protested a Navy contract award for steam plant rental and operation, contending that the awardee's bid: (1) was unreasonably low for certain line items; (2) limited its liability; and (3) gave it an unfair competitive advantage. GAO held that the: (1) solicitation did not prohibit the submission of unrealistically low bids; (2) solicitation contained a clause that made the awardee fully liable for satisfactory performance; and (3) Navy properly awarded the contract to the low bidder. Accordingly, the protest was denied.
