A firm protested a General Services Administration (GSA) lease award for office space, contending that: (1) GSA made an improper price-technical tradeoff; and (2) the awardee's bid was late. GAO held that: (1) the awardee submitted its initial bid prior to the closing date for best-and-final offers, which the solicitation allowed; (2) the protester untimely filed after bid opening its protest of alleged solicitation improprieties; and (3) GSA properly made award to the most advantageous bidder. Accordingly, the protest was denied.
