A firm protested a Naval Air Systems Command (NAVAIR) contract award for logistical support services, contending that NAVAIR: (1) unreasonably evaluated its bid as having a high performance risk; (2) improperly failed to hold discussions; and (3) failed to perform a price/technical tradeoff. GAO held that NAVAIR: (1) reasonably determined that the protester's bid price was unrealistic; (2) properly awarded the contract without holding discussions, since the awardee's bid was clearly superior; and (3) reasonably determined that the awardee's bid was both technically superior and realistically priced. Accordingly, the protest was denied.
