A firm protested the Army's acceptance of a low bid for chemical detector kits, contending that the bid was nonresponsive, since the bidder did not identify the qualified product it was offering as the solicitation required. GAO held that the: (1) bidder's failure to identify its qualified product was a matter of bidder responsibility; (2) bidder could qualify its product anytime before award; (3) bidder did not take exception to any solicitation specifications; and (4) protester failed to state a valid, legal basis of protest. Accordingly, the protest was dismissed.
