A firm protested a Defense Reutilization and Marketing Service (DRMS) contract award for hazardous waste removal, contending that: (1) its proposal was unreasonably evaluated; (2) there was no basis for awarding the contract to the high bidder; and (3) DRMS did not advise the bidders of the relevant weight of the evaluation factors. GAO held that DRMS: (1) reasonably determined that the awardee's bid was a better value based on its higher technical rating; and (2) was not required to hold discussions with the protester, since its bid was found to be acceptable. Accordingly, the protest was denied.
