A firm protested the Army's rejection of its bid for aircraft trailers, contending that: (1) it was not sent a copy of the solicitation amendment; (2) the amendment did not materially affect its bid price; and (3) the Army improperly rejected its bid as nonresponsive for failing to acknowledge the amendment. GAO held that: (1) there was no evidence that the protester requested the solicitation from the Army; (2) the Army was not required to send a copy of the amendment to any firms that did not initially request a copy of the solicitation; and (3) the Army properly rejected the protester's bid as nonresponsive, since the amendment imposed an additional obligation on the contractor and was material. Accordingly, the protest was denied.
