A firm protested an Air Force contract award for a prototype maintenance training set, contending that the Air Force improperly: (1) evaluated its software capabilities; and (2) calculated the most probable cost (MPC) of its bid. GAO held that the: (1) protester failed to submit sufficient historical data regarding its software capabilities; and (2) Air Force properly used a commercial software estimating program to calculate MPC based on an adjusted cost model. Accordingly, the protest was denied.
