A firm protested an Air Force contract award for research and development services, contending that the: (1) awardee's bid did not meet the solicitation's subcontracting restriction; and (2) Air Force failed to hold meaningful discussions with it. GAO held that the: (1) awardee's bid complied with the solicitation's subcontracting specifications; (2) Air Force held meaningful discussions with the protester; and (3) Air Force properly made award to the technically superior bidder. Accordingly, the protest was denied.
