A firm protested a Marine Corps solicitation for computer software support services, contending that the Marine Corps failed to obtain a delegation of procurement authority from the General Services Administration as required. GAO held that the: (1) protester untimely filed its protest after bid opening; (2) protest did not warrant consideration under the signigicant exception timeliness rule; and (3) procurement was exempt from the Brooks Act. Accordingly, the protest was dismissed.
