A firm protested a Department of Agriculture contract award for the lease of a facility, contending that: (1) the awardee would not be able to perform the contract without obtaining a rent increase; (2) the awardee would not be able to obtain financing for the project; and (3) its bid was more advantageous to the government than the awardee's bid. GAO held that the: (1) protest was not subject to GAO review, since it concerned a matter of contract administration; and (2) protester did not explain its basis for challenging the source selection. Accordingly, the protest was dismissed.
