A firm protested a Department of Agriculture (USDA) contract award for automated data processing support services, contending that USDA: (1) unreasonably evaluated the bids; and (2) allowed the awardee to make improper personnel substitutions after award. GAO held that: (1) USDA reasonably evaluated the awardee's bid on the basis of its originally proposed personnel; (2) the awardee did not improperly substitute key personnel or take exception to the Service Contract Act's minimum wage rates; and (3) USDA properly made award to the most advantageous bidder. Accordingly, the protest was denied.
