A firm protested a Department of Veterans Affairs (VA) contract award for a speaker system upgrade, contending that the awardee was ineligible for award because its state license was suspended at the time of bid opening. GAO held that: (1) VA furnished evidence that the awardee's state license was not suspended at the time of bid opening; (2) the awardee's subcontractor possesses the special license required for asbestos work; and (3) VA reasonably determined that the awardee was a responsible contractor. Accordingly, the protest was dismissed.
