A firm protested the Army's rejection of its bid and subsequent contract award for a fetal heart monitor, contending that the: (1) Army improperly rejected its bid as nonresponsive, since its equal product met the solicitation specifications; and (2) solicitation requirement for three digital displays unduly restricted competition. GAO held that the: (1) Army properly rejected the protester's bid as nonresponsive, since its product did not meet the solicitation specifications; and (2) protester untimely filed after bid opening its protest of the alleged restrictive specification. Accordingly, the protest was denied in part and dismissed in part.
