A firm protested a Department of Agriculture (USDA) contract award for consulting and program support services, contending that USDA: (1) unreasonably determined that the technical proposals were essentially equal; (2) conducted an unreasonable cost-realism analysis; and (3) failed to hold meaningful discussions with it. GAO held that USDA: (1) reasonably determined that the technical proposals were equal, since their point score difference was slight; (2) conducted a reasonable cost-realism analysis and made award to the technically equal, low bidder; and (3) did not mislead the protester about its high costs during discussions. Accordingly, the protest was denied.
