A firm protested a Defense Construction Supply Center (DCSC) contract award for wheel turbines, contending that DCSC improperly rejected its bid as technically unacceptable. GAO held that DCSC: (1) could not determine whether the product the protester offered was equivalent to the brand-name part that it required, since the protester failed to supply the awardee's proprietary data; and (2) reasonably awarded the contract, since the required part was mission- and safety-critical and it could not determine whether the protester's product was acceptable. Accordingly, the protest was denied.
