A firm protested a Marine Corps contract award for infantry trainers, contending that the: (1) Marine Corps improperly rejected its bid as technically unacceptable; (2) awardee's bid failed to comply with the solicitation's technical specifications; and (3) Marine Corps should have referred its competency to the Small Business Administration (SBA). GAO held that the Marine Corps: (1) properly rejected the protester's bid, since it did not comply with the solicitation's technical specifications; (2) reasonably determined that the awardee's bid was technically acceptable; and (3) was not required to refer the protester to SBA for a certificate of competency review. Accordingly, the protest was denied.
