A firm protested the Marine Corps' cancellation of two solicitations for a family program at three Marine Corps sites, contending that the Corps: (1) did not have a reasonable basis for cancelling the solicitations, and did so without performing a cost comparison; and (2) cancelled the solicitations to avoid resolution of a bid protest and because of its animosity toward the protester. GAO held that the Corps: (1) reasonably determined that it could best perform the required services in-house; and (2) was not required to conduct a cost comparison. Accordingly, the protest was denied.
