A firm protested a proposed National Aeronautics and Space Administration (NASA) contract award for logistics and other support services, contending that NASA: (1) held improper discussions; (2) improperly evaluated the bids; and (3) failed to evaluate its alternate bid. GAO held that NASA: (1) held adequate discussions with both bidders to clarify ambiguities and other matters in their technical proposals; (2) reasonably evaluated the bids in accordance with the evaluation criteria; and (3) reasonably rejected the protester's alternate bid, since it was technically unacceptable. Accordingly, the protest was denied.
