A firm protested a Navy solicitation for environmental engineering services, contending that the Navy: (1) improperly eliminated it from competition; and (2) failed to inform potential bidders that their proposals would be reviewed by a panel of engineers. GAO held that the Navy: (1) properly obtained and reviewed qualification statements from numerous bidders; and (2) reasonably determined that the protester was not qualified to perform the work. Accordingly, the protest was denied.
