The Ambassador to the United Nations Human Rights Commission requested compensation as a de facto State Department employee for services he performed prior to his official appointment. GAO held that the claimant was not entitled to compensation, since he did not provide evidence showing that he served under color of authority. Accordingly, the claim was denied.
