Pursuant to a congressional request, GAO reviewed the recent amendment to the Legislative Branch Appropriations Act which added duplication to the definition of printing services, focusing on: (1) whether high-speed duplicating devices would be covered under the act; (2) whether agencies could contract directly for duplicating services; and (3) the amendment's effective date. GAO noted that: (1) the amendment expanded the definition of printing to include high-speed duplicating services; (2) agencies are not allowed to pay contractors directly for their duplication services unless they obtain special authorization under exceptions to the appropriation act; and (3) the amendment became effective on the date it was enacted.
