A firm protested two Defense Logistics Agency (DLA) contract awards for tray pack meals, contending that DLA: (1) failed to perform a cost realism analysis; (2) improperly evaluated the awardee's prior experience; and (3) improperly downgraded its technical bid. GAO held that: (1) DLA was not required to perform a cost realism analysis; (2) DLA reasonably evaluated the awardee's prior experience; and (3) the protester's allegation that DLA improperly downgraded its technical bid was without merit. Accordingly, the protests were denied.
