A firm protested a Coast Guard contract award for packet assemblers, contending that the Coast Guard: (1) failed to obtain full and open competition for the requirement; and (2) should have issued a solicitation to competitively procure the requirement. GAO held that the Coast Guard: (1) properly rejected the protester's noncompliant bid; (2) reasonably placed an order under the awardee's nonmandatory schedule contract; and (3) was not required to issue a solicitation, since it was merely testing the commercial market to determine whether nonschedule vendors could supply the items at competitive prices. Accordingly, the protest was denied.
