A firm protested a Navy solicitation for a laser engagement system, contending that the Navy: (1) restricted competition when it combined several solicitation requirements; and (2) should have set aside the solicitation for small businesses. GAO held that: (1) the Navy reasonably combined the contract requirements to satisfy its minimum needs; (2) it would not consider the protest that the Navy should have set aside the solicitation for small businesses; and (3) the Navy reasonably restricted competition to achieve a fully integrated system. Accordingly, the protest was denied.
